Enterprise Contract Analyst
Position Highlights:
- The Enterprise Contract Analyst is responsible for market research, solicitation, negotiation, evaluation, operations and administration, issue resolution and internal coordination of assigned enterprise contracts and proposals for Moffitt Cancer Center and Moffitt Medical Group under the guidance of the Senior Director, Enterprise Contracts.
- The Enterprise Contract Analyst performs contract language review and negotiates language and costs with vendors to maximize value, mitigate risk, and streamline administration.
- This position will manage vendor relationships, gather and analyze data for contract negotiations, communicate contract terms and conditions to appropriate internal parties, maintain contract specific reference materials, research and resolve contract issues, and collaborate with internal team members on the analysis of contract performance and compliance
Responsibilities:
- Develops, negotiates, administers, and maintains enterprise and strategic agreements, including but not limited to, Pharmaceuticals, purchased services, capital and other high value agreements consistent with Moffitt guidelines and with accountability to the (Senior Director, Enterprise Contracting)
- Negotiations include business terms, contractual language and complex cost structures and may include value-based terms
- Works with internal team members to help validate financial models needed to optimize costs with reimbursement
- Develops and maintains relationships with internal matrix partners and external vendor partners
- Analyzes the applicable marketplace environment; monitors and communicates trends in national, regional, and local markets as appropriate
- Understands Moffitt's value proposition and articulates the same with vendors
- Coordinate with Managed Care regarding payer policy that may impact contract agreements contemplated
- Research marketplace (as relevant to acquisition/procurement), formulate execution strategy, define cost targets
- Responsible for researching, tracking, trending, and resolving of internal client concerns
- Partners with Managed Care team and other internal clients to serve as an organization wide resource for enterprise contract related issues
- Presents contract strategy, financial implications, and risk considerations to governance committees and executive stakeholders
- Draft requests for proposals, define evaluation criteria, engage industry partners, review cost proposals, negotiate costs and relevant business terms, make competitive selection recommendations and document rationale
- Responsible for coordinating the cross functional implementation of contracts once awarded, particularly, with Pharmacy
- Serve as the contact person for enforcing the terms of assigned contracts
- Takes ownership and/or coordinates with appropriate Moffitt team members to ensure prompt resolution of issues identified
- Works with the Revenue Cycle Departments and internal teams to proactively resolve systemic issues
- Manage matrices, tables, documents, and other ongoing contract management tools
- Provides appropriate staff education to support the enterprise contracting activities of Moffitt
- Analyzes and monitors the financial impact of new and existing agreements with accountability to the (Senior Director, Enterprise Contracts)
- Identifies opportunities to gain efficiencies and greater effectiveness in contracts
- Leads analytical support for various Moffitt Departments with reaching high value solutions, reducing costs and alleviating administrative burden of contract administration
- Gathers cost and reimbursement data, utilization, trends, assesses marketplace, develops acquisition recommendations and carries out these recommendations
- Prepares executive-ready analyses, summaries, and recommendations for review by senior leadership
- Completes special projects as assigned in a timely and consistent manner
- Conducts research, prepares analysis, and makes recommendations to management related to enterprise contract initiatives
- Develop and maintain complex financial models evaluating cost, reimbursement impacts, and risk across enterprise contracts
- Quantify financial impact of contract decisions, including savings, revenue, and risk mitigation, and communicate findings to senior leadership
- Perform scenario modeling to support negotiation strategy, including pricing structures, utilization assumptions, and value-based performance metrics
Credentials and Experience:
- Bachelor's Degree required
- Minimum three (3) years of contracting or supply chain, either in a hospital, health system, or similar.
Preferred Skills/Specialist Training:
- Knowledge of pharmaceutical industry and drug pricing (WAC, ASP, AWP, rebates, etc…)
- Experience independently leading complex negotiations or analysis with limited supervision.
- Skilled at crafting creative solutions to complex problems where no precedence exists (e.g. value-based arrangements).
